Abstract:
This study assessed the effectiveness of pre-contract management on the performance of Tanzania Building Agency procurement projects in Tanzania. Specific objectives of the study were: (i) To determine the level of performance of TBA procurement projects, (ii) To find out the influence of tender documents quality on the performance of TBA procurement projects, (iii) To estimate the influence of contractors’ selection process on the performance of TBA procurement projects and (iv) To determine the influence of contract management plan on the performance of procurement projects. The study adopted a cross-sectional research design and a sample of 65 staff was selected from Tanzania Building Agency (TBA) using a proportionate stratified sampling technique. Interview, questionnaire and documentary review were data collection methods employed. Qualitative data were analyzed using content analysis and quantitative data were analyzed using descriptive statistics and binary logistic regression model. The study found that the level of performance of TBA procurements projects was satisfactory. The findings from binary logistic regression model indicated that standard tender document issued by PPRA, competitive tendering, PPA’s contractors' selection criteria, contract budget and quality plan as components of pre-contract management were statistically significant and positively related to the performance of TBA procurement projects. The study recommends that TBA should base on critical criteria during the evaluation and selection of contractors.
