Factors Hindering the Execution of Taneps in Two Selected Public Sectors in Tanzania

Abstract

The purpose of this research was to assess the factors hindering the execution of TaNeps in the public sector: A case of MOW and MOFP. The specific objectives for this study were to examine the impact of information systems infrastructures on the execution of e-procurement, to examine the impact of top management commitment onthe execution of TaNeps in a selected public institution and to examine the impact of supplier capacity on the execution of TaNeps in a selected public institution. The researcher used a cross-sectional design which involves collections of information at one point ata time. This study was undertaken in two selected ministries such as Ministry of Water and the Ministry of Finance and Planning in Dodoma District. The sampling frame for this study was employees who dealt directly with procurement systems MOFP and MOW. This study deployed simple random sampling techniques to select respondents and purposive sampling to select key informants. The sample size of 100 respondents and 5 key informants were interviewed through different methods. During the data collection, the study deployed different methods such as interviews and document review. Interview methods were executed through a questionnaire that was administered to both respondents and key informants while a checklist was used for the document review method. Then, data were entered into SPSS program version 20. The data were analyzed through inferential statistics known as multiple linear regression. Findings for the study revealed that supplier capacity and information systems infrastructures influence the implementation of TANePs. Therefore it is recommended that top management should continue showing full commitment tothe implementation of TANePS, improvement in ICT infrastructures such as pending TANePS key features like electronic contract and auction which were not yet in operations, increase in suppliers’ capacity on the implementation of TANePS to enable them participating in online tenders effectively and efficiently also increase in staff training to the employees or staff to make ease use of TANePS in MOW and MOFP.
