Abstract
The study examined factors influencing compliance with the Public Procurement Act and Regulations in the Public sector in Songwe district council in Tanzania. Specifically, the study addressed three specific objectives which included, (i) to evaluate the influence of internal control system in public procurement compliance with PPA and its regulations; (ii) to evaluate the influence of users’ knowledge in public procurement compliance with Public Procurement Act and regulations and; (iii) to evaluate the influence of organizational culture on compliance with Public Procurement Act and regulations. A descriptive research design was used to collect information from 48 respondents by using a closed-ended questionnaire. Multiple regression analysis was used for data analysis. The study revealed that timeliness, availability of resources, adaptability, and risk control are significantly affecting the compliance with Public Procurement Act and its regulations at p< 0.05. Training of workers based on their carrier of choices, working experience of employees and education level are significant to compliance with the public procurement act and its regulations at p< 0.05. Furthermore, employee behavior, organizational cultures, quality of report and performance indicators are significantly related to the compliance with the public procurement act and its regulations at p < 0.05 and p < 0.1. To ensure compliance in public procurement acts and regulations, the study recommends policymakers provide the public servants with adequate procurement resources like personnel, fund and other materials for implementing the act and regulations in a public organization.
