Abstract

There have been ineffective procurement practices among local government authorities that lead to various challenges such as corruption, mismanagement of resources, and poor service delivery. The present study intended to assess “The Influence of Procurement Practices on Public Procurement Performance in Local Government Authorities”.In assessing, the researcher used three specific objectives which were based on the influence of procurement records management, E-procurement operations, and procurement planning on procurement performance. The researcher adopted a cross-sectional research design and the study was conducted at Uvinza and Kibondo District Councils. Questionnaires, interviews and documentary reviews were used for data collection. Simple random and purposive sampling techniques were applied to select 150 respondents out of 216 staff. The collected data were descriptively and inferentially analyzed with the help of IBM SPSS Version 25. The findings revealed that, procurement record management had positively influence on Procurement performance by a factor of 0.266 equivalent to 26.6%. The study found that, e-procurement procedures would improve procurement performance by a factor of 0.248 which is equivalent to 24.8%. The study discovered that, procurement planning would improve procurement performance by a factor of 0.486 which is equivalent to 48.6%.The study concluded that procurement records management, e-procurement operations and procurement planning enhance public procurement performance. The research suggests that LGAs should employ skilled personnel to manage procurement efficiently and effectively.
