Abstract

The M&E systems are globally acknowledged as the strong means for the successes of a project. However, how the systems are put into practice and how well they work depend on the implementation strategies in place. In developed countries, M&E is largely supported by institutions and infrastructures that are well established. On the other hand, limitations in resources, weak institutions, and other contextual challenges affect the proper implementation of M&E initiatives. For example, Onyango (2017) noted that the establishment of formal M&E frameworks in Kirinyaga County enhanced accountability, with projects better matching the needs of the communities. However, tight budgets, political interference, and involvement of stakeholders hindered the cause. Furthermore, Wachaiyu (2016) stressed that participatory M&E helps in making people take ownership of projects and such projects sustainable. That goes in line with what Kamau and Mohamed (2015) said-that M&E require close checks that go into every stage of a project in order to avoid an evaluation gap at the end. Structural problems still intervene in Africa. For example, Mthethwa and Jili (2016) traced the occurrence of political interference and lack of independence at the municipal level to undermine the objectivity of the M&E undertakings in Mfolozi Municipality, South Africa. Namibia has its challenges regarding that: Masake (2023) spotted established corruption to cause an inability to trust the results of evaluation. Most of those problems are shared by Tanzania. According to Maijo (2020) and Matyoko (2019), patchy data, poor feedback systems, and old-school manual reporting remain some of the problems that continue to reduce the performance of M&E in Africa.
