The Critical Success Factors for E-Procurement Implementation in Public Sector in Tanzania.

Abstract

This study focused on analyzing success factors that are critical for online procurement practices in public procurement in Tanzania. The objectives of the study were to assess the effect of technological factors, organization factors and individual factors on procurement whereby its implementation is done through an internet system in public procurement in Tanzania. The study used a cross-sectional research design and eighty (80) staff from PMU and user departments using proportionate stratified sampling technique were nominated as a sample size. Data collection methods and instruments included; documentary review interviews as well as a questionnaire. Qualitative data were analyzed by content analysis and quantitative data were analyzed using descriptive statistics and correlation analysis. The study found that respondents agree that, to a greater extent average responses in technological factors, organization factors and individual factors were high in influencing e-procurement implementation. The findings from correlation analysis indicated that technological factors, organization factors and individual factors were significant and positively related to e-procurement implementation. Based on findings, the study concluded that technological factors (infrastructure, reliable internet supply and compatibility of system), organization factors (management support, public procurement regulations and staff training) and individual factors (level of computer literacy, user acceptance and perceived benefit of e-procurement) were important factors which are critical to success during the procurement implementation done through internet system in the public procurement in Tanzania. The recommended issues to this study were, procurement in public entities should improve technological factors, organization factors and individual factors to increase the implementation of procurement through the internet system in the Ministry of Finance and Planning
