Influence of Procurement Processes on Performance in Tanzania Public Sector.

Abstract

The central aim of this study was to assess the influence of procurement processes on the performance of public sectors in Tanzania. In conjunction with this general objective, specific objectives were to assess the effect of (i) contract management, (ii) records keeping management and (iii) ICT usage in procurement process in relation to procurement performance in SUMA JKT. The target population was 80 respondents at SUMA JKT headquarter office. Data were mainly collected through self-administered questionnaires. In analyzing the data, both descriptive and inferential analyses were applied. In general, the findings indicate that the performance of public procurement in Tanzania is influenced by contract management (β=0.975, t-statistics = 3.584 and p-value = 0.001), records management (β=1.803, t-statistics = 6.801 and p-value = 0.000), and ICT use (β = 1.035, t-statistics = 4.298 and p-value = 0.000) in the procurement process. On the first objectives both variables of compliance with contract condition and contract documentation were significant. Similarly, both items used in record keeping were found significant and for the third objectives, skills of procurement personnel were significant while the applicability of e-procurement was found non-significant to procurement performance. The study recommends that SUMA JKT and other procuring entities (PE’s) emphasize on the effectiveness in contract management such as preparation of contract documents, contract implementation, and execution as well to ensure full compliance for the aim of achieving the procurement performance. Furthermore, PE’s to comply thoroughly with laid procedures and procurement legislation on procurement record keeping. Finally, SUMA JKT and other PE’s should start embarking and implement e-procurement in public procurement to achieve maximum performance
