Abstract
This study aimed to investigate the impact of personnel competence on the procurement performance of road maintenance projects at TANROADs. The research specifically focused on, determining the level of staff competencies on procurement performance of road maintenance works at TANROADS, assessing the effect of management on procurement of road maintenance works at TANROAD, and examining challenges hindering procurement performance of road maintenance works at TANROADS. The study employed a cross-sectional design and a stratified sampling procedure was used in the selection of respondents. The study utilized quantitative data analysis with descriptive statistics and multiple regression analysis. The results indicated a significant positive correlation between staff competency and project performance (r = 0.78, p < 0.01), as well as between management competency and project performance (r = 0.65, p < 0.05). Furthermore, challenges in road maintenance projects were found to have a negative impact on performance (β = -0.43, p < 0.001). The study concludes that management competency has a significant effect on the procurement performance of road maintenance works at TANROADS. Thus, effective procurement management plays a crucial role in road maintenance projects. The study recommends implementing targeted capacity-building programs, optimizing resource allocation, and improving project supervision. By adopting these strategies, successful execution of road maintenance projects can be achieved, ensuring the long-term sustainability of infrastructure development in Dodoma city.
