Abstract

The major aim of this study is to assess the hindering factors of ICT system to effective use of it. Three specific objectives were used in this study, such are (i) to access competence level of staff on use of ICT system at St John’s University, (ii) to examine the extent to which ICT systems are being utilized in higher learning institution, and (iii) to identify factors hindering effective use of ICT system at St John’s University of Tanzania. The study adopted a mixed approach whereby a cross sectional research design was used in this study. A sample of 68 students and 10 lecturers were assessed by using interviews and questionnaire. The study findings revealed that; lecturers do not qualified to use ICT system but they hard good experience of 1 up to three years in dealing with the system for institution purposes however the experience that lecturers posses is moderate. Also the study assessed the usefulness of ICT system in higher learning institution where it was revealed that all tested ICT systems such are E-library, results and students record, E-learning system, registration and management system were seem to be applied in the university but there are different in how students use them. Besides, the study assessed the hindering factors for effective use of ICT system in higher learning institution, which the following factors were identified; virus threat, low internet access, slow speed of computers, insufficient ICT systems personnel and poor ICT literacy among students and lecturers. The study recommended that, the system need to be updated by updating the programs either through exchanging the window or putting an effective antivirus within the system.
