Abstract
This study assessed the contribution of PPM practices in achieving strategic goals within the Ministry of Infrastructure, Communication, and Transport (MOICT) in
Zanzibar. A descriptive case study design was adopted, involving 109 respondents who provided insights into the types of projects undertaken, the alignment of PPM
practices with strategic objectives, and the effectiveness of PPM in ensuring project success. Data were analyzed using SPSS version 20, employing descriptive statistics
and thematic analysis. The study found that MOICT actively implements various infrastructure projects namely, road projects, ports, aviation, public transport and
telecommunications projects. The study also indicates that the strategic plan guides project alignment, and it has found the Central Project Tracking System as being
essential. Stakeholders involvement applying performance monitoring were identified as key to maintaining alignment and accountability. Furthermore, staff training and
digital tools like Microsoft Project were seen as valuable in enhancing project execution and tracking.
Study concluded that Project Portfolio Management at MOICT has improved project coordination, strategic alignment, and overall efficiency. PPM supports better resource use, decision-making, and outcome tracking. Strategic plans, monitoring tools, and community involvement contribute to successful project implementation. Overall, PPM has strengthened MOICT’s capacity to manage complex project portfolios effectively. Study recommends that MOICT should enhance its use of digital project management tools to improve tracking and coordination. Continued training in PPM practices, especially in risk management and benefit realization, is recommended. Formalizing stakeholder engagement would strengthen project relevance and accountability. Standardizing KPIs across departments can improve performance monitoring. Regular portfolio reviews are advised to adapt to changing needs and maintain alignment with strategic objectives.
