Determinants of Framework Agreement Purchase Performance in Public Procuring Entity n the Higher Learning Institutions

Abstract

This study explores the determinants of framework agreement purchase performance in public procurement, focusing on contract management, buyer-supplier relationships, and regulatory compliance within higher learning institutions in Dodoma City, Tanzania. A survey of 132 respondents from the University of Dodoma, College of Business Education, and Institute of Rural Development Planning was conducted, utilising descriptive statistics and multiple regression analysis to assess the impact of various factors on procurement performance outcomes, including timely delivery, cost reduction, and quality management. The results indicate that contract management, particularly the presence of detailed specifications, significantly predicts performance outcomes across all dimensions. Additionally, buyer-supplier relationships, with an emphasis on cooperation and communication, enhance cost and quality performance. At the same time, regulatory compliance, driven by regulatory specifications, also plays a pivotal role in improving performance. However, issues such as logistical challenges and limited experience among procurement staff were identified as significant barriers to timely delivery. Based on these findings, the study recommends improving contract management through training, enhancing buyer-supplier cooperation, adopting e procurement technologies, and strengthening regulatory compliance efforts. Future research directions include exploring the impact of technological adoption, conducting comparative studies on experience levels, and evaluating the effectiveness of recent regulatory guidelines. This research contributes to the understanding of the factors influencing procurement performance in Tanzania, offering practical solutions for enhancing procurement processes in educational institutions.
