Factors Affecting Effectiveness of Procurement Accountability Framework in Tanzania.

Abstract

The study aimed at assessing factors affecting effectiveness of procurement accountability framework in Tanzania. The study used a case from the Ministry of Home Affairs-Headquarters (MoHA-HQs). The study addressed three objectives which were (i) to find out the effectiveness of procurement internal control systems at the MoHA-HQs; (ii) to examine the procurement accountability framework at the MoHA-HQs; and (iii) to assess the adequacy of reporting systems on effective procurement accountability framework at the MoHA-HQs. The study followed positivism philosophy, adopted the descriptive survey research design and used both qualitative and quantitative approaches. A sample size of 61 was selected whereby stratified random sampling techniques was employed. The study used questionnaire, interview, observation and documentary review as data collection tools. Data analysis involved the use IBM SPSS statistics software to run descriptive statistics such as frequency as well as means and standard deviation. The study found that the effectiveness of procurement internal control systems at the MoHA-HQs was moderate, the procurement accountability framework at MoHA-HQs was high and the adequacy of reporting systems on effective procurement accountability framework was also high. The study concludes that the procurement accountability framework at MoHA-HQs is effective because the Ministry has an adequate Procurement Management Unit; Independent Tender Board; Proper Application of the Review Procedures in Solicitation of documents; Strong Finance Committee; the Strengths of Internal Control Systems help the Ministry to prevent fraud and corruption in the procurement processes.
