Abstract
This study sought to assess the factors influencing promotion of human resources health sector in Local Government Authorities within the Bahi District Council. The objectives aimed at examining personal/individual, professional and financial budget factors impacting promotions. A descriptive survey design was implemented, targeting 522 employees with a sample size of 84 respondents. The selection process involved purposive sampling and simple random sampling technique. The collected data were analysed using descriptive statistics methods and multiple linear regression analysis thematic in each specific objective. The qualitative findings of the study revealed that, personal factors in terms of age and level of education were found positive and significantly related to employee promotion. Moreover, professional factors in terms of technical skills, initiatives and creativity and job performance were found positive and significantly related to employee promotion. Furthermore, financial budgeting factors in terms of salary and availability of funds were found positive and significantly related to human resource promotion. Therefore, the study concludes that, personal factors, professional factors and financial budget factors were important determinants that were found to influence human resource promotion in Local Government Authorities for the health sector in Bahi District Council. Therefore, the study recommends that, Local Government Authority in Bahi District Council should increase focus on professional training, devise clearer promotional criteria, and ensure that financial considerations do not unduly hinder deserving promotions.
