Abstract

This study was conducted to assess factors affecting the participation of special groups in the public procurement of works at Dodoma City Council. A cross-sectional research design was used while simple random and purposive sampling techniques were used to select 164 respondents. The study further used a questionnaire to gather data from the respondents meanwhile data were analyzed using logistic regression analysis. The study found that the majority of people who are in special groups are not engaged in public procurement of works. The study also revealed that factors such as adherence to procurement guidelines, bureaucratic procurement processes, interpretation of tender documents, and transparency significantly influence the participation of special groups in public procurement of works at Dodoma City Council. The study revealed that the financial factors, including access to financing, price competition, special group exclusion feeling, and late delay of payment, are significantly associated with the participation of special groups in the public procurement of works at Dodoma City Council. The study recommends that involving special groups is a way to promote fairness, equal opportunities, and socioeconomic development. It aligns with principles of diversity, inclusion, and responsible governance, while also yielding economic and social benefits.
