The Impact of Procurement Procedures in Public Projects Completion.

Abstract

The research was intended to assess the Impact of Procurement Procedures in Public Projects Completion: A Case Of Zanzibar Urban Services Project. To achieve its objective, the research intentionally to examine the level of awareness on procurement procedures in public projects completion at the Zanzibar Urban Services Project, to identify Tendering procurement procedures undertaken in public projects completion at the Zanzibar Urban Services Project and To examine the challenges facing procurement procedures in public projects completion at the Zanzibar Urban Services Project. The case study research design was employed in the study, which combined qualitative and quantitative designs. The research sample size was 85 people drawn from the following groups: Executive members, Strategic planning officers, PMU Tender Board, Store unit, Finance department, User department, and Contractors. Data were gathered by distributing questionnaires to both parts of the Temeke Municipality Office. Data was collected, coded, analyzed, interpreted, and presented in the form of tables, charts, and graphs, as well as multiple regression analysis. According to the findings of this study, 36 percent of the total population cited professional as one of the levels of awareness on procurement procedures in the completion of public projects at the Zanzibar Urban Services Project, 30 percent cited integrity of procurement, 31 percent cited objectives, 38 percent cited accountability, and 32 percent cited accountability. Furthermore, the findings show that several acts were carried out at the ZUSP in accordance with Zanzibar procurement guidelines. Furthermore, the data revealed that tenderers experienced severe problems such as ICT challenges and network connection disruptions. For example, 27 percent strongly agreed that one of the difficulties affecting Zanzibar's public procurement services was an ICT and network-related issue. Finally, the study recommended that the government prioritize making procurement procedures transparent and accessible to key stakeholders, that the ZUSP prioritize having a sufficient number of skilled personnel who can put their knowledge to good use, and that the ZUSP hire more staff with the necessary procurement skills, knowledge, and experience. To improve procurement procedures' efficiency, the government should dedicate more funds to them.
