Understanding the Procurement Process in The Public Institutions in Zanzibar.

Abstract

The purpose of this study was to understand the procurement process in public institution in Zanzibar. The study intended to assess the extent to which actors comply with the procurement principles, determine factors that enable people to comply with procurement principles and to identify ways of improving the rate of adherence to procurement principles at Wete Municipal Council. The study select a sample of 32 respondents from Council using purposive and simple randomly sampling techniques were used and employed cross –sectional research design. Both primary and secondary data were employed, primary data were collected through questionnaire and quantitative and qualitative approaches data analyses were used. The study revealed that, the staffs at the municipal comply with the procurement principles. The study further showed that, staff training, code of conduct and punishment were encouraged for people to comply with procurement principles. The study further observed that, the rate of code of conduct and penalties were used to improve compliance with procurement principles in the procurement process. The study concludes that, availability of training, code of conduct and motivation can affect the procurement process. Therefore training is very important as it ensures that the staffs are not left with changes in the procurement system.
