The Effects of E-Tendering on Procurement Performance of Local Government Authorities in Tanzania.

Abstract

The focus of this study was to assess the effects of e-tendering on procurement performance in public entities in Tanzania context, specifically on e-tendering regulatory compliance, the integration of procurement systems, ICT infrastructure and procurement performance at Chato District Council in Geita region. The study was guided by Institutional and TAM theories and employed a cross-sectional research design with a sample size of 84 respondents. Data were collected through a questionnaire and analyzed using SPSS version 25. Regression and correlation analysis was conducted. Reliability test, multicollinearity test and normality test were tested before conducting regression analysis. The findings revealed that e-tendering regulatory compliance being insignificant at (p-value = 0.304, t-test 1.038). Also for the second objective the findings revealed that, procurement systems integration insignificantly contributes to procurement performance at (r= 0.263, p-value = 0.053). For the third objective, the findings revealed that ICT Infrastructure significantly contributes to procurement performance at (r= 0.589, P-value=0.000 (P<0.05). The study concluded that ICT Infrastructure plays a significant role in shaping procurement performance while e-tendering regulatory compliance and procurement systems integration has no significant effects on procurement performance. The study recommended that the government of Tanzania through PPRA to invest in ICT Infrastructures while e-tendering regulatory compliance and procurement systems integration to be done based on merits.
