dc.description.abstractHuman Capital Management Information System (HCMIS) is very important in human resource management as it plays a role of ensuring human resource is well managed and increase productivity in any organization. This study aim to assess the efficacy of human capital information management system in the organization performance, specifically the study focus on how the e-payroll, e-promotion, e-record management how they contribute to the employee satisfaction and consequently increase performance of organization. In so doing the study use mixed research approach based on qualitative and quantitative analysis so as to investigate the influence of human capital management information system on the performance of the organization. The sample size of the study comprised of the 83 respondent from different department and sections from Ministry of Health, observation and interview was used as the research tools in collecting both primary and secondary data. The findings noted positive significant respondents’ observed on HCMIS established electronic pay slips, enables appropriate tax reports. The findings also revealed negative significant relationship on HCMIS generates salary reports as required by other authorities. The statistical significant positive relationship revealed on following efficiencies HCMIS facilitates pension planning and HCMIS tracks and stops fake/ghost workers on the payroll thus the system is useful tool in eliminating employees in public payroll system. The study recomends to the governement particulary MoH management is advised to ensure all employees who have left behind time due to previous governement decisions for stopping the promotions are given priority in promotion in HCMIS functioning.
