Abstract

Public building construction projects play a crucial part in the socio-economic development of nations, as they frequently entail significant investments in infrastructure that are undertaken by the government. The achievement of these initiatives relies on the implementation of efficient management strategies, the improvement of performance, and the elimination of any anomalies that may hinder progress. This study thought to evaluate the contribution of consultants‘ competences on performances of public building construction projects at the Public Service Social Security Fund (PSSSF) and the National Social Security Fund (NSSF) in Tanzania. The study delved on the examination of the consultants' contributions to the success of projects and their ability to effectively address encountered obstacles. The study employed a cross section research design to assess the performance of consultants in two aforementioned projects. The evaluation was conducted by reviewing the documentation pertaining to the projects, conducting interviews with key stakeholders, and utilizing quantitative methods to measure the outcomes of the projects. The findings of this study indicated that. the implementation of project planning activities has a substantial impact on the effective performance of building construction projects to Social Security Funds. The findings suggest that, in order to achieve optimal project performance, several key factors must be considered. These include the inclusion of projects in the annual procurement plan, allowing consultants sufficient time for design, conducting comprehensive reviews of design drawings and bill of quantities (BoQ), ensuring consultant adherence to delivery schedules, and establishing an in-house review team. These elements collectively contribute to the successful execution of projects in Tanzania. The study recommends to utilize the available professional standards and competencies when implementing public projects to minimize the delay in time of completion and cost overruns
