Factors Impacting the Implementation of TANePS In Public Institutions: A Case of The Institute of Adult Education.

Abstract

In Tanzania, there has been a notable shift towards the use of e-procurement in the public sector through the Tanzania National e-Procurement System (TANePS). A study was conducted to investigate the factors that affect the implementation of TANePS in public institutions, specifically the Institute of Adult Education. The study focused on both structural and technical factors. The research design used was cross-sectional, and a sample of 80 respondents was selected using stratified simple random sampling. The study found that internal system users, management support, infrastructure, and staff competence were structural factors that impacted the Institute. Similarly, technical factors such as reliable hardware and software, internet supply, and stakeholder competence also influenced the Institute. The article concludes that reliable infrastructure, security measures, and regular training are essential for staff proficiency and successful TANePS implementation, and recommends having an adequate budget and improving hardware and software systems.
