Abstract

This paper analyzed the determinants of procurement contract management on the performance of non-consultancy services in higher learning institutions in Tanzania. The agency theory was involved to support this study. The study involved 130 respondents selected from St. John University, University of Dodoma, and the Institute of Rural Development Planning at Dodoma. Judgmental and Stratified sampling procedures were involved to select samples in this paper. Data were collected by questionnaire, interview and secondary sources. In the part of the analysis, the multiple regression analysis was applied in this paper. This paper revealed that contract monitoring is the key determinant for the successful procurement contract management on the performance of non-consultancy services. Regression analysis depicted that this determinant has a positive influence on the performance of non-consultancy services. A unit increase in communicating resulted in a 58.5% increase in performance for non-consultancy services, a unit increase in payment linked to satisfactory work produced a 58.7% increase in performance for non-consultancy services, and a unit increase in the regular programmatic report produced a 14.1% increase in performance for non-consultancy services. According to the findings, higher education institutions' excellent communication, consistent programming reporting, and payment practices lead to superior non-consultancy services performance. It was also recommended that contracts that demand payments be made monthly or quarterly, either in advance of or concurrent with the service provider's billing, should also demand that the service provider give programming reports. Program reports should be directly relevant to the contract's provisions.
