dc.description.abstractThe main purpose of the study was to assess the effect of contract administration practice on value for money in roads construction projects in Public sectors. The population of study included all staff working at TARURA and TANROADS in Dodoma whereby a sample size of 109 respondents were used. Respondents forming the sample size were obtained by using simple random sampling technique and specifically involved staff from Procurement Management Unit, Legal, Finance and Account, Engineering, and Monitoring/ Supervision departments. The study used purposive sampling technique to obtain key informants that facilitated in collection of qualitative data as a strategy to seek clarification and learn more about how contract administration affect value for money in construction projects. The key informants included 25 Staff and regarding data analysis, quantitative data were analyzed by using descriptive while qualitative data were analyzed using content analysis. The findings revealed that Contract administration issues including managing time, conducting site meeting and timely payments in contract implementation, supervision and monitoring and timely payments to contractors have a positive contribution to timely achievement of value for money in construction projects. The study concludes that contract administration practices should be observed from initial phase up to completion phase and public managers should think beyond compliance and focus in innovation to create value on contract execution. The study recommended that public entities should use standard documents and procurement guidelines that can enable better management of contracts, hence to contribute in attaining value for money in roads construction projects.
