Effect of Professional Competency on Public Service Delivery at Dodoma City Council.

Abstract

This study aimed to assess the influence of professional competency, including procurement knowledge, works experience, and staff training, on public service delivery at Dodoma City Council (DCC). A mixed-methods research approach was employed, combining quantitative surveys and qualitative interviews to provide a comprehensive understanding of the subject matter. A Likert scale model was utilized to gauge respondents' opinions on the influence of professional competency factors. Data was collected through structured surveys administered to 138 procurement practitioners and user departments at DCC and interviews with selected respondent that is key informants. The survey encompassed questions on procurement knowledge, works experience, staff training, and their perceived impact on public service delivery. Quantitative data were analyzed using descriptive and inferential statistics, including frequencies and percentages. Qualitative data from interviews underwent content analysis to extract key themes and insights. Key findings reveal that the majority of respondents (98.6%) agreed or strongly agreed that procurement knowledge positively influences public service delivery. Similarly, a consensus (100%) among respondents was observed, with all agreeing or strongly agreeing that procurement works experience has a positive impact on public service delivery. Most respondents (97.9%) agreed or strongly agreed that procurement training contributes positively to public service delivery. These findings underscore the significance of professional competency in procurement for enhancing public service delivery. They highlight the need for improvements on the ongoing training, recognition of experience, and the promotion of knowledge sharing among procurement practitioners. In conclusion, the study finds that professional competency, including procurement knowledge, works experience and training, plays a pivotal role in improving public service delivery at Dodoma City Council. There is a strong consensus among respondents that these competency factors positively influence service quality. The study recommends ongoing investment in procurement training, the promotion of knowledge sharing and collaboration among practitioners, recognition of the value of procurement experience, integration of procurement into strategic planning, and the establishment of a robust procurement performance monitoring system to further enhances public service delivery in the region.
