The Contribution of ICT, Staff Competence and Proper Records Management to Procurement Risk Management: A Case of Tanzania Electric Supply Company.

Abstract

The compelling advantage on the use of integrated procurement systems in public organizations has streamlined the procurement and supplies/logistics activities more competitive. This study intended to assess the extent to which information technology, staff competences and proper records management contribute to effective management of procurement risk. The secondary objectives of the study were: to assess the relationship between information technology and effective procurement risk management; to assess the relationship between staff competences and effective procurement risk management; and to assess the relationship between proper records management and effective procurement risk management effects of procurement records management on effective management of procurement risk. The study was conducted in the Government Ministry namely Tanzania Electric Supply Company Limited (TANESCO), employing descriptive research design. It used survey method to collect data from a sample of 152 TANESCO officials. Results showed that information technology has significant contribution to effective management of procurement risk; staff competence in procurement risks management has great contribution to effective management of procurement risk; and procurement records management has great contribution to effective procurement risk management. Based on the findings, the study mainly recommends that procurement stakeholders should devote their scarce financial resources, skills, and formulating procurement policies regarding procurement risks management within the organization to reduce procurement risks such as time, cost and quality.
