Determinants of Sustainable Procurement in the Tanzania Public Sector: A Case of Tanzania Civil Aviation Authority.

Abstract

This article assessed the determinants of sustainable procurement in public sectors concerning the Tanzania Civil Aviation Authority. Specifically, it examined the influence of policies and regulations; assessed the influence of top management support; and examined the influence of technology use on sustainable procurement at the Tanzania Civil Aviation Authority. A cross- sectional research design was used where questionnaires and in-depth interviews were used to solicit information. A sample size of 80 respondents was selected. Quantitative data were descriptively analysed using statistical packages for social sciences (SPSS) and presented into frequencies and percentages while qualitative data being analyzed through a content analysis. The results show that policies and regulations influenced the attainment of sustainable procurement at TCAA as they enabled their applicability and staff participation. In addition, the top management support at TCAA influenced the sustainability of procurement through encouraging suppliers to supply sustainable products, sharing of benefits; enhancing organisational culture and organisational incentives to employees. Finally, technology influenced sustainable procurement through enabling data management, data quality, data security provision, creativity and innovations by enhancing IT literacy. It is recommended that provision of transparency on information delivered to suppliers through technology adaptation would render sustainable procurement; implying that technology enhancement leads to e-procurement and sharing of quality information.
