Examining the Influence of Staff Competence on Implementation Performance of Tanzania National Electronic Procurement System; Evidence from Ministry of Culture, Arts and Sport, Tanzania.

Abstract

This study assessed the factors affecting the implementation performance of TANePS, specifically, study intended to examine the influence of staff on implementation performance of TANePS. The study was conducted at Ministry of Culture Arts and Sports, Tanzania. This study employed descriptive research design in which 142 respondents were sampled and involved in the study. Purposive sampling technique was used to draw sample. Data were collected through questionnaires and analyzed by using descriptive, correlation and multiple regression analysis with the support of SPSS Software version 22. Findings showed that, staff competency play an important roles in improving the applicability of TANePS and have positive and strong relationship with the implementation performance of TANePS with P-value =0.000(P<0.005). The study concluded that, staff competence and other resources had great contribution to the performance of TANePS. The study recommended that the organizations should create employee competent staff, ensure that management provides support toward implementation of TANePS by employing staff with competencies, experiences and knowledgeable workforces as well as ensuring availability of financial resources with P-value = 0.000(P < 0.005).The study suggests similar study to be conducted in other public entities to examine other determinants other factors affecting implementation performance of TANePS in Tanzania.
