Abstract
The purpose of this paper is to identify the challenges entrepreneurs face in adapting electrical fiscal devices supplied by Tanzania Revenue Authority as required by the law. The innovation theory guided the observations and data collections which was done through literature review and in-depth interview and the analysis was done in order to come-out with valid the research findings. The findings show that there is relationship between innovation variables (awareness,
transparency and trust) and implementers of the electrical devices. The reluctance of business people to adopt the new technology cannot be taken conclusively that the same can be judged on other technical devices but it gives insight onto their behaviour expectations. The paper suggests that in order for technical adaptation process to be successful awareness, transparency and trust between stakeholders should be created and guided.
