Abstract
Most of higher learning institutions (HLIs) in Tanzania have deployed IT infrastructure, IT policies, strategies and procedures that govern IT operations and improve quality of services to the community. However, despite the existence of these investments, still, HLIs are facing major difficulties in the provision of high quality of Information Technology services due to the various challenges facing those Institutions. The main purpose of this study was, therefore, to examine the contribution of IT governance in the provision of quality IT services in higher learning institutions. The study focused on examining the contribution of IT governance, identifying IT-related operational challenges and proposes the best approach for practising IT governance. The study employed stratified random sampling technique with a sample size of 282 respondents from both public and private institutions in Tanzania. The Findings of the study revealed that most of higher learning institutions were not fully adhering to the IT governance best practice due to various reasons. The study concluded that institutions should ensure that structure processes and policies of IT governance should be put in place and that should be practised properly for value realization from their investments in IT.
