Assessment of Perceived Readiness of Adopting TANePS: A Case of Dodoma City Council.

Abstract

Following the inefficiencies of traditional procurement system to Public Institutions in Tanzania, the government had to implement TANePS with the objective of improving the nation's public procurement procedures more functional. But it was observed that, Dodoma City Council is using TANePS as a solution to address the non-compliance issues, although it is not effective in use; therefore, this study explores challenges facing Dodoma City Council in adopting TANePS for institutional procurement performance. Specifically, the study access perceived readiness of adopting TANePS for institutional performance. A qualitative research design was employed whereby interview and documentary review were used as the data collection methods so as to get in-depth information on the perceived readiness of adopting the system. Content analysis was used to analyze data so as to quantify and analyze the presence, meanings and relationships of words, themes or concepts. The study revealed that, TANePS was officially adopted in 2020 where it was partially implemented and it is not easy in use although, the system is supported by top management and there is adequate Institutions’ information system infrastructure. Also, the study revealed that, TANePS improve better service delivery in procurement procedures, TANePS’s system updating and software management is not stable for better use, although the government motivates the use of TANePS through trainings. It is recommended that, much effort is still needed by Dodoma City Council and PPRA in order to strength the effective use of TANePS and the regulatory and governing board should provide a supportive environment to system updating and software management.
