Abstract
This paper examines the effect of procurement planning on the efficiency of public procurement at the Ministry of Education, Science and Technology, Tanzania. A cross sectional research design was employed under which data were collected once. A sample of 108 was selected using
proportionate stratified sampling. Qualitative data were collected using interview method and quantitative data were collected using survey method whereas interview guide and questionnaire were used as data collection tools respectively. The content analysis was used for analyzing the
qualitative data and binary logistic regression model was conducted. The main findings revealed that, procurement planning was positive and significant with public procurement efficiency in terms of delivery time and reduction of procurement costs (p < 0.05). Therefore, it was concluded that procurement planning practices which includes preparation of procurement plans, involvement of key personnel and implementation of prepared plans are positive and significant related to public procurement efficiency at the ministry and based on these findings it was recommended for the organization to embrace these practices and policy makers to formulate necessary policies and procedures and making sure that there are well designed procedures concerning procurement planning practices in public sector.
