Abstract
The purpose of the study was to assess the influence of procurement planning on public procurement performance in local government authorities take Uvinza and Kibondo District Council. The study uses sample size of 150 respondents. Purposive sampling and simple random sampling techniques were used to select the key respondents at Uvinza and Kibondo District Council. The study involved both primary and secondary data, whereby survey questionnaire method was applied to collect primary data while documentary review was applied to collected secondary data. The study found that user departments are involved on planning and monitoring of requirements as an aspect of procurement planning influences
procurement performance in Uvinza and Kibondo District Councils. The study further revealed that procurement plan is approved by tender board as an aspect of procurement planning influences the procurement performance in Uvinza and Kibondo District Councils. The study concluded that improving purchase planning by one unit, while keeping everything else the same would increase procurement performance by 48.6%. The study
found that procurement planning is an important but difficult factor in procurement performance. On average, respondents strongly agreed (4.44 out of 5, with 0.498 standard deviation) that good procurement planning has a major positive impact on procurement performance in local government authorities. The policymakers should prioritize allocating sufficient resources to meet the demands of procurement activities.
