Abstract

The main objective of this study was to assess the effect of capability of personnel in achieving value for money under force account project in local Government Authorities. Explanatory sequential mixed method design was used and respondents were obtained by using purposive sampling technique and stratified sampling technique. The study employed a questionnaire and interview guide as data collection instruments whereby quantitative data were analyzed by using descriptive statistics in form of mean and inferential statistics using regression model while qualitative data were analyzed by using content analysis technique. The findings showed that personnel‟s capability has a positive significant effect on achieving value for money. The general finding of this study indicate that study variables were positively affecting achievement of Value for Money under force account method. The study recommended to the management to employ experienced, skilled personnel and provision of regular training to staff on force account method to make effective supervision of the project by using relevant and competent personnel in force account project.
