Abstract
The focus of the study was to assess factors hindering the effectiveness of contract management on procurement of works in the public sector. The specific objectives of the study were; to examine the effect of the contract management plan on procurement of works in TANESCO, to analyze the influence of competency of the contract management team on procurement of works in TANESCO and to identify the effects of contract monitoring on procurement of works in TANESCO. The study conducted through Case study research design, Purposive sampling techniques were used in arriving at the sample. A sample of 80 respondents was used. Data collection methods were interviews and Questionnaires. Data were analyzed using SPSS. Findings indicate that contract management plan facilitates to improve procurement of works in the public sector. Also, the results show that the competency of the contract management team and contract monitoring improve the procurement of works in the public sector. The study concludes that various factors are hindering the effectiveness of contract management on procurement of works in the public sector. These involve a contract management plan, competency of the contract management team and contract monitoring. The study recommends that public institutions should develop contract practices plan early in the procurement process, and must explicitly state the deliverables that will be created through a joint effort between the supplier and the client and must decide what will constitute success.
